Your company has a reputation for
on-time and thorough problem-solving solutions that integrates different evidence sources,
namely statistical information with insights from literature and ethical decision-making
processes.
Solve It! won a contract with NSW government. This contract has two deliverables. A Briefing
Pack (Assessment 2a) that will be considered by NSW government officials. The format is written
responses to the initial questions posed by the NSW government. You will be provided with
written feedback on the Briefing Pack; there is no opportunity to meet with NSW government
officials to present your Briefing Pack, however you may meet with them (your tutor) to further
understand the feedback they provide. It is normal for clients and consultants to have such
interactions to check progress and possibly refine the problem. The next deliverable is a Business
Report (Assessment 2b), which builds on feedback you have received, and you will also consider
additional questions and material.
The contract is about the mortgage stress in Sydney. The overarching issue to be addressed is
to: (1) determine the extent of mortgage stress in Sydney (Assessment 2a and 2b), and (2) make
recommendations on how the government needs to intervene to alleviate the problem.
(Assessment 2b).
2
Assessment 2a: Case Briefing Pack (25%)
Determine the extent of the problem of mortgage stress in Sydney. You have been asked by
yourteam leaderto address the questions in the Briefing Pack. You are required to use different
problem-solving toolboxes to address these questions.
1. Solve It! ‘Information Toolbox’
This section of the report is approximately 300 – 400 words (guide only, not a word limit).
• Use literature to frame the mortgage stress problem (use no more than four pieces of
literature: two academic papers, and two pieces of grey literature).
Frame a problem means to clearly define what is the problem you want to solve. You may
want to ask yourself the following questions when framing the problem: What is the
definition of mortgage stress? Who is involved? Why there is a mortgage stress problem
in Sydney?
• A 5Ws table or factor logic tree to could be used to summarise the problem.
• Word limit: A maximum of 1,200 words (no minimum word limit; graphs, figures and
reference list are excluded from the word count). A 10% penalty will apply if you exceed the
word count.
• Structure and format: No introduction or executive summary are required. You are required
to write in a business report style (i.e. formal language, etc).
• Referencing style: Harvard (see The ‘In-Text’ or Harvard method for more information).
3
2. Solve It! ‘Statistical Toolbox’
This section of the report is approximately 500 – 600 words (guide only, not a word limit).
One of your colleagues at Solve It! has just compiled and delivered to you a dataset, which is
a result of a recent survey conducted. You are asked to determine the extent of mortgage
stress problem in Sydney using this dataset.
• Read Note about the data (see page 4) for more information about the dataset.
• The first step of any data analysis is to understand and summarise the data. Use
graphs and descriptive statistics to provide a snapshot of mortgage stress problem in
Sydney. The key variable of interest here is hcost (mortgage repayment, aka housing
costs, relative to household income).
• Your client, the NSW Government, is interested in the following questions:
• Whether mortgage stress (measured by hcost) tend to be associated with the
level of income
• Whether higher mortgage repayments (hcost) tend to be associated with older
people
• Clearly identify any assumptions and limitations in your data analysis.
3. Solve It! ‘Ethics Toolbox’
This section of the report is approximately 200 – 300 words (guide only, not a word limit).
• Identify an ethical dilemma. Choose one of the following stakeholders impacted
by mortgage stress in Sydney.
• Banks
• First-home buyers
• Lower-income home buyers
• From the perspective of this stakeholder, identify an ethical dilemma associated with
mortgage stress. Use your moral imagination to think about the kinds of issues
associated with having a mortgage in Sydney. Is there a potential for someone (or
something) to be harmed? Explain your reasoning.
4
Note about the data
These data are realistic but fictitious; they have been constructed for the sole purpose of use in
teaching.
The data set contains 2,000 observations that were collected over a one-month period during
2021. Each observation refers to a different household residing in Sydney who have purchased a
residential property with a mortgage at the time. The variables from the full survey that have been
selected for your use are:
lowinc Indicator variable =1 if the household is in the lowest two income
quintiles, =0 otherwise
lowSEIFA Indicator variable =1 if the property is located in an area that is in the
lowest two SEIFA quintiles, =0 otherwise
age Age of the household head (in years)
comtime Normal weekly commuting time (in hours) from the property to work
Location 1= Eastern suburbs
2= Northern suburbs
3= Sydney CBD
4= Western suburbs
5= Southern suburbs
Financial Literacy 1= Very Poor; 2= Poor; 3= Satisfactory; 4= Good; 5= Very Good
Access to financial
advice
0= no
1= yes
hcost Individual housing cost-income ratios calculated as the ratio of weekly
mortgage repayments and weekly gross household income*
* Disposable income is defined as equivalised after-tax income where equivalence scales are used to
adjust for households of different sizes and hence to allow for economies of scale that arise from income
sharing within households. Those households reporting zero or negative income have been excluded from
the analysis.
Other Resources:
– Library Expert on Demand for personalised support:
https://unsw.libcal.com/appointments/Main
– Research consultation: https://unswlibrary.libanswers.com/research-consultation
– Business guide: https://subjectguides.library.unsw.edu.au/business

DPBS1110 Evidence-Based Problem Solving Assessment 2a: Assessment Guide and Marking Rubric Case Overview Imagine you work for a consulting firm called Solve It!
