The authors of the article are Marilyn Marks Rubin, Richard Culp, Peter Mameli and Michael Walker. Peter Mameli, Richard Culp and Marilyn Marks Rubin are all professors of public administration at John Jay College in New York and members of the criminal justice doctoral faculty at the City University of New York. Michael Walker works at the Passaic County Community College in Paterson, New Jersey as an assistant professor of criminal justice. He is also an adjunct professor of criminal justice at John Jay College and a director at the Paterson Police Department.<\/p>\n
The main proposition of the article is to use cross-national studies to illuminate the crime problem. The UN biennial crime survey is the sole source that provides police data for studying crime trends to the public. The article aims at assessing the effect of using the UN crime data as a sole source of information, analyzing the quality of the survey data and recommending ways to improve it.<\/p>\n
The article does not have any hypothesis because it is based on the proposition stated above. To method used to research on the proposition was an assessment on the quality of the UN and Interpol survey data by looking at the unit response rates, item nonresponse rates and anomalies in survey responses over time.<\/p>\n
The main finding of the research is that an inverse and statistically significant relationship exists between the level of economic development in a country and its probability to respond to crime surveys. The research emphasized the need for more member nations to respond to the UN crime survey and to improve the quality of responses. Looking at the three measures of standards that the researchers used, the study identified that unit response rates to recent sweeps of the UN and Interpol crime surveys have reduced significantly when compared to the 1970s and 1980s. The study also found out that there were 241 missing items out of 1008 possible entries in the police data table.
